As of January 1, 2019, California law permits people to sell meals prepared in their home kitchens. However, individual counties have to opt in, and so far, none have. The goal of the law is to give people an opportunity to experiment and see if opening a restaurant would be a good idea. The law builds on the 2012 California Homemade Food Act, which lets people sell low-risk food made in their home, like jam and baked goods.
