HRSA/HAB Policy Clarification Notice: RWHAP Funds

On June 21, 2018, the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HRSA HAB) released Policy Clarification Notice (PCN) # 18-01 Clarifications Regarding the Use of Ryan White HIV/AIDS Program Funds for Health Care Coverage and Premium Assistance. This PCN outlines the requirements regarding the use of Ryan White HIV/AIDS Program (RWHAP) funds for premium and cost sharing assistance for the purchase and maintenance of private health insurance, Medicaid, and Medicare coverage. The requirements to use RWHAP funds to pay for premiums and cost sharing assistance for private health insurance and for Medicaid remain the same as described in early PCNs. PCN 18-01 clarifies that those requirements also apply to use of RWHAP funds to pay for premiums and cost sharing for Medicare.

Reducing administrative burden for recipients is a HRSA and HRSA HAB priority. PCN 18-01 replaces the following three notices:

  • 07-05 Use of Ryan White HIV/AIDS Program Part B ADAP Funds to Purchase Health Insurance;
  • 13-05 Clarifications Regarding Use of Ryan White HIV/AIDS Program Funds for Premium and Cost-Sharing Assistance for Private Health Insurance; and
  • 13-06 Clarifications Regarding Use of Ryan White HIV/AIDS Program Funds for Premium and Cost-Sharing Assistance for Medicaid.

HRSA HAB will provide technical assistance to HRSA RWHAP recipients, subrecipients, and stakeholders at a later date.
